Le Collectif Wadagni Président a rendu public son manifeste intitulé « 120 idées pour faire encore gagner le Bénin ». Ce document dense et structuré expose la vision et les propositions portées en faveur de la candidature de Romuald Wadagni à l'élection présidentielle de 2026.

Fruit d'un travail de réflexion mené par de jeunes Béninois issus de divers horizons, leur action « se distingue par des propositions d'idées de réformes et d'actions structurantes de développement pour accompagner Romuald Wadagni dans la conquête du suffrage universel et l'exercice du pouvoir une fois élu et investi président de la République du Bénin en 2026. Le document dresse d'abord une analyse de la situation nationale, saluant les transformations engagées depuis 2016 sous le leadership du président Patrice Talon. « En moins d'une décennie, le Bénin a enregistré des performances économiques remarquables, malgré un contexte mondial marqué par des crises successives », affirme le collectif Wadagni Président. Il relève une croissance moyenne annuelle de 5,5 %, une amélioration de l'environnement des affaires et une modernisation notable des infrastructures publiques.

Pour les auteurs du manifeste, il s'agit désormais de consolider ces acquis et de poursuivre la marche vers un Bénin « encore plus fort, plus prospère, plus inclusif et plus souverain ». Le choix de Romuald Wadagni, actuel ministre d'État chargé de l'Économie et des Finances, est présenté comme « une opportunité unique de poursuivre l'œuvre de transformation économique et de modernisation du pays »

Une vision axée sur la croissance et le capital humain

Dans sa section « Notre vision », le collectif fixe un cap ambitieux : « Une croissance économique d'au moins 7 à 8 % par an, riche en emplois, un renforcement de la compétitivité des entreprises locales et une transformation radicale de l'éducation, de la formation et du développement des ressources humaines. »
L'éducation, la santé et la protection sociale y tiennent une place centrale. Le document appelle à « un système de santé moderne et accessible, faisant du Bénin un modèle régional de couverture sanitaire universelle » et à « un système de protection sociale juste, inclusif et efficace, garantissant à tous les citoyens la sécurité face aux risques de la vie ».

Trois piliers structurants

Le manifeste s'articule autour de trois grands axes : le renforcement de la démocratie de l'Etat de droit et la bonne gouvernance, la transformation structurelle de l'économie et l'amélioration du bien-être social des populations.

Démocratie et gouvernance

Le collectif plaide pour une justice accessible, rapide et numérique tout en mettant en œuvre l'e-justice à travers la dématérialisation des procédures et la digitalisation du suivi des dossiers. Il propose également de renforcer la décentralisation par une meilleure coordination entre l'État et les collectivités locales, et de généraliser la transparence dans la gestion publique, avec la déclaration obligatoire de patrimoine pour les hauts fonctionnaires.

Transformation économique

Le manifeste met l'accent sur l'industrialisation, les infrastructures et le numérique comme moteurs du développement. C'est à travers la modernisation du Port autonome de Cotonou, l'achèvement de l'aéroport de Glo-Djigbé, le développement de zones économiques spéciales, et la montée en puissance des énergies renouvelables etc.

Le secteur agricole n'est pas en reste : il s'agit de « développer des chaînes de valeur compétitives et créatrices d'emplois, notamment pour les jeunes et les femmes », tout en promouvant une agriculture durable et résiliente face au changement climatique.

Bien-être social et inclusion

Sur le plan social, le collectif propose de renforcer la protection des familles et de l'enfance, de consolider le programme ARCH, et de garantir une couverture sociale universelle.Les jeunes béninois souhaitent aussi la construction de nouveaux centres hospitaliers universitaires à Cotonou, Parakou et Abomey-Calavi, ainsi que la digitalisation du système de santé à travers la plateforme nationale e-Santé.

En matière d'éducation, il plaide pour la modernisation de l'enseignement technique et professionnel, la refonte des curricula et la promotion des sciences, technologies et mathématiques (STIM).
Romuald Wadagni, un projet de continuité et d'innovation

Le manifeste met en avant une approche pragmatique de la gouvernance publique, conjuguant rigueur financière et innovation. « Notre engagement vise à transformer les défis de notre temps en opportunités de progrès, d'inclusion sociale et de rayonnement national », affirme le Collectif. Ce document, présenté comme un « guide d'action pour le quinquennat 2026–2031 », trace la voie d'un Bénin tourné vers la performance, la justice sociale et la souveraineté économique. À travers ses 120 propositions, le Collectif WADAGNI PRÉSIDENT entend « construire en commun » un projet pour faire « encore gagner le Bénin ».

At the end of September, the Taliban abruptly severed Wi-Fi and fiber-optic internet in Afghanistan for 48 hours without any explanation. The disruption caused consternation and suffering among millions of Afghans, especially those who depend on the internet for education and online commerce.

Even though the internet blockage has been lifted, its speed is significantly lower than normal, and certain social media sites such as Instagram and Facebook appear to be intentionally restricted, according to foreign journalists reporting from the country.

Nilam, 23, recalls, how her online English language lesson was suddenly disconnected, leaving her desperate. “At that moment, my world went dark. I felt like I had lost everything and all my dreams were destroyed right in front of me”. She recounts the previous decrees issued by the Taliban that closed down schools and universities, “and how many times I was forced to stay home”.

Online English courses, she said, was the only available channel left to her to learn a language and find a job, or study abroad. And when it appeared that it was also blocked she was lost and in total despair.

As she colourfully puts it, “It was as if I were living in the century of carrier pigeons; the Taliban have cut us off from the flow of global progress”, she said.

The Taliban’s stated reason for yanking Afghans off the internet was to curb “immorality,” arguing that widespread access among young people to the internet, and the use of smartphones generate moral corruption.

However, media experts reject that explanation as a cover for the Taliban’s main objective, which is to deny girls’ access to education, the flagship policy of the Islamist group since it returned to power four years ago.

They first began by shutting off wireless internet in the provinces of Balkh, Baghlan, Kandahar, and Paktia. This was extended to fifteen other provinces the next day, denying access to internet to millions of Afghans. Closing girls’ schools had not entirely stopped students from pursing education, as many found workarounds through online classes. They therefore, targeted Wi-Fi and fiber-optic internet to close off all those possibilities.

For many low-income households, Wi-Fi was the most affordable option because several family members could simultaneously use a single connection for study and work at a relatively cheaper cost compared to mobile data.

Nooria, in Mazar-i-Sharif, like many women who had lost jobs due to Taliban edicts, turned to online commerce to support her family.

“After the fall of the republic, I turned to online selling to cover living expenses. Through this work, I could meet my own needs and help support part of my family’s expenses. But now, with wireless internet cut off, continuing this work has become nearly impossible for me”, she complained bitterly.

As she explains, mobile data internet is prohibitively expensive. “By paying 2,000 Afghanis (about 26 Euros), our entire family could use wireless internet” she says. “My little sister would study, my brothers would work on their lessons, and I could continue my online work. But now, if we want to buy mobile data, we would have to pay separately for each person, a cost we simply cannot afford.”

Ahmad, an internet service provider in Herat, emphasizes that limited access provides hardly meaningful internet use.

“Apart from simple messaging on WhatsApp, nothing else will be allowed. That means no education, no online work, no research, and no free connection with the outside world”, says Ahmad.

Last month’s outage was widely described by local users and providers as the most sweeping multi-province shutdown since the fall of the Afghan Republic on August 15, 2021.

At the beginning of 2025, 13.2 million – around 30.5 percent of the population – had access to the internet in Afghanistan, according to the specialist website DataReportal. Around 4.05 million people were using social media.

Experts believe the Taliban are attempting to completely isolate Afghan society from global communication, allowing only a small group of people connected to business or government to access the internet.

They warn that, if implemented, such restrictions would severely cripple the social, educational, and economic life of ordinary citizens. Analysts warn that this move will deal a severe blow to the education of Afghan women and girls, pushing society further into isolation.
